The bill requires that all 50 states educate parents and student athletes about the risks of concussions, and require a letter of clearance from a licensed healthcare professional before returning after a concussion. Durbin noted that many states lack such plans or have policies that don’t adequately protect children who sustain concussions. If the new bill passes, States that don’t comply within the first year could lose 5% of of federal aid to elementary and secondary education, and may lost an additional 5% the next year.
Durbin has said to have received endorsements towards the bill from the NFL, NBA, NCAA, MLB, and NHL. Passing such a bill may be very influential in terms of high athlete protection in the future.
